About Us
Cangleska, Inc., originally known as Project Medicine Wheel, was formed in 1989 with a grant from the Robert Wood Johnson Foundation administered by the South Dakota Coalition Against Domestic Violence and Sexual Assault.The funding allowed for two employees, an advocate for women and the offenders program director.

Previously these women had been jailed for shelter from their batterers or sought refuge wherever they could.

When the three-year grant ended, the Oglala Sioux Tribe chartered the program and provided minimal services until 1994.

Karen Artichoker and Marlin Mousseau established the program, now named Cangleska, Inc., a 501 (c)(3) incorporated with the state of South Dakota and chartered by the Oglala Sioux Tribe. This status allows Cangleska, Inc. to manage its own finances and to seek resources independently or through the tribe. The organization is headed by Management Team members Karen Artichoker and George Twiss.

The incorporation of Cangleska, Inc. took place at the same time the Violence Against Women Act (VAWA) was passed by the United States Congress. This act provided resources for Native nations.

From the onset, the founders envisioned a program that would incorporate the traditional values of the Lakota people in all responses to ending violence against Native women and their children.

Embedded within each of the components of Cangleska, Inc. is the concept of sovereign women within a sovereign nation whose safety was paramount. With the Lakota principle of “we are all related” incorporated in all of the work, Cangleska, Inc. offers a comprehensive and collaborative approach on the local, state and national level.

The number of women and their children seeking shelter and other related services continues to increase. Women are now aware that there is safe space on the Pine Ridge Reservation and are using the services provided to them.

Cangleska, Inc. has developed the model domestic violence codes, the policies and protocols for law enforcement and the components of an effective tribal coordinated response necessary to establish a program in any area of Indian Country.

The program and policies are replicable throughout Indian Country because they are grounded in native culture and developed with respect for tribal sovereignty. Other tribes can incorporate their individual culture mores and traditions throughout the components. To date, seven tribes have adopted Cangleska, Inc.’s model domestic violence code and five other tribes have presented the code to their councils for consideration.

Cangleska, Inc. is a 1999 Innovations in American Government award winner, a program of the Ford Foundation and Harvard University , John F. Kennedy School of Government. The award cited Cangleska, Inc. as “...the most comprehensive domestic violence programming in the United States .”
